GREATER ATLANTA OPEN TOURNAMENT RULES


The official rules of the tournament shall be the “2018 Dizzy Dean Baseball Rules”
However, this is not a Dizzy Dean “Sanctioned” Tournament and exceptions to rules are modified as follows.

Gate Fees:
Daily ticket prices are as follows: (No weekend tournament passes available)

$5.00 PER PERSON
6 YR OLD & UNDER (Free)
** COACHES (MAXIMUM OF 4) & PLAYERS ARE FREE.

 ** No checks will be accepted at gates.
** No gate refunds will be issued for forfeits, rainouts, etc.

Park Rules
:
SORRY, NO PETS ALLOWED IN THE PARK.
Coaches: Please clean dugout after each game and have your parents throw away any trash from bleacher area.

Pool play format:

Each team will play 2 games or pool play (weather permitting).
In Pool play games may end in a tie if time has expired and/or all innings have been completed.Teams will be seeded based on pool play performance. 

Pool Play Tie Breaker:
• Win/Loss Record
• Head to Head (if applicable)
• Runs allowed
• Run Differential
• Runs scored
• Coin Toss

Bracket Play
:
In bracket play, if the game is tied and time has expired and/or all innings have been completed, the “California tie breaker rule” will be used until a winner is determined. In Championship games there will be no time limit but if the game is tied after all innings have been completed, the “California tie breaker rule” will be used until a winner is determined.

** California Tie Breaker Rule – Each team will start the inning with one out and put the last batted out on second base and play out the inning. This happens until the tie is broken and game is complete.

1st & 2nd place Individual & Team Trophies will be awarded.

Game time:

Game time will be forfeiture time. Please arrive one hour before game time. Coaches, please have your team available and ready to play 30 minutes prior to game time so we can keep the tournament on schedule. If a team should willfully forfeit a game, said team will be immediately removed from the tournament.

Game Scores
:
Immediately following the completion of each game, a coach from each team must sign the official score card which will be provided by the umpire. Score cards will be submitted to the tournament director by the umpire at the end of each game. These will be the official scores, so please make sure they’re correct prior to signing. No changes will be made after both teams have signed unless approved by tournament director.

2018 Bat Rule (as listed in the rule book):
2:07 The bat shall be an unaltered baseball bat (not softball), with the following age specific requirements:

a) For ages 5-12, in conjunction with USA baseball and its participating national member organizations, Dizzy Dean Baseball has adopted the new USA Baseball Bat standard (USABAT). Effective January 1, 2018, with the exception of the -3 bat (BBCOR certified), all 2 1/4, 2 5/8, 2 3/4 inch minus factor bats (-5, -7,-9, etc.) Must be YBBCOR certified with the USABAT licensing stamp on the bat in order to be used for league and tournament play. 2 1/4, 2 5/8, 2 3/4 inch minus factor bats -5, -7, -9, etc., used in 2017 will be illegal to use in 2018. The USABAT licensing stamp specifically labeled for tball can only be used by hitting a “soft compression” ball off of a tee. The tball bat cannot be used with a regular baseball. BBCOR bats are legal for use in ages 5-12

b) For ages 13-19, all non-wood bats “MUST” meet BBCOR (Batted Ball Coefficient of Restitution) and “MUST” possess a “clearly identifiable” manufacture’s certification stamp.

-A bat shall not weigh numerically more than three ounces less than the length of the bat.
- The diameter of the bat shall be no larger than 2 5/8 barrel.
- Bats that are broken, cracked, dented or deface the ball are illegal.
- There shall be no devices, attachments or wrappings that cause the handle to become flush with the knob.
- Molded grips and Choke up knobs are illegal.

Bat Rule Exception: All-Star Baseball WILL allow the use of USSSA BPF 1.15 bats as well as the new USA bats.

BAT RULE EXCEPTION: (14U ONLY): A bat shall not weigh numerically more than five ounces less than the length of the bat.

THE NEW DIZZY DEAN BUNT RULE IS IN EFFECT FOR THE 6U, 7U & 8U AGE GROUPS: EACH TEAM IS ALLOWED ONE BUNT PER INNING. THE PENALTY FOR ANY BUNT THEREAFTER IN THE SAME INNING WILL RESULT IN THE BATTER BEING OUT & BASERUNNERS RETURNED. AN ILLEGAL BUNT THAT IS A FAIR BALL WILL BE AN OUT AND A FOUL BUNT OR FOUL TIPPED BUNT WILL BE A STRIKE.

Exception:

2017 CF Zen (-10) 2 ¾” or 2017 CF Zen (-8) 2 5/8” bat will be allowed if it has been re-tooled or it was purchased as a new re-tooled bat & has all correct markings.

 It will feature a new high-visibility end cap, new approval marking and a new model code: CBZR-17 or CBRR-17.

The re-tooled USSSA-compliant 2017 CF Zen (-10) 2 ¾” and 2017 CF Zen (-8) 2 5/8” bats are now clearly marked with a high-visibility orange end cap, as well as new orange markings on the barrel. They will also have a new approval marking and a new model code: CBZR-17 or CBRR-17.

Pitching Rule Exception:
There are no pitching limitations (innings) in this tournament. Please be responsible for protecting the arms of your young pitchers. Pitchers may not return to the mound in the same game.

Run Rules:
All Dizzy Dean run rules will be in effect during pool play & championship bracket.

6, 7 & 8 yr olds:
A team can score a maximum of (7) runs per inning. The game shall end immediately as soon as one of the teams is mathematically eliminated.

 9, 10, 11 & 12 yr olds:
If a team is leading its opponent by at least (15) runs at the end of the (3rd) inning, or (10) runs at the end of the (4th) inning, or any inning thereafter, the game shall be terminated and the team in front declared the winner.

** There is no maximum run limit per inning.

14 yr olds:
If a team is leading its opponent by at least (15) runs at the end of the (4th) inning, or (10) runs at the end of the (5th) inning, or any inning thereafter, the game shall be terminated and the team in front declared the winner.

** There is no maximum run limit per inning.

Player Equipment:

Due to the many teams that play baseball at different organizations and have different sanctioning bodies, some of the general equipment may vary from park to park. For example, some organizations require, chin straps on helmets, full catchers gear for the 6u-8u age group, face masks, etc., All-Star Baseball tournaments does not require the teams that do not utilize such equipment to purchase them to play. The safety items that each teams baseball organization and sanctioning body requires is what each team is expected to continue.

Batting Order:
Teams who choose are allowed to bat every player and practice free substitution. However, if you choose to do so and a player has to be removed from the game after his first at bat, he will be an out every at bat thereafter. If you choose to bat your entire lineup, a courtesy runner for the pitcher and catcher will be allowed. (Courtesy runner must be your last-batted out)

** IN THE COACH PITCH AGE GROUPS THERE ARE NO COURTESY RUNNERS ALLOWED.

OPTIONS:
- Bat entire roster (free substitution).

- 6, 7, & 8 yr olds: Bat 10 with normal substitution rules.
- 9, 10, 11 & 12 yr olds: Bat 9 with normal substitution.
- 14 yr olds: Bat 9 with normal substitution rules. (Designated Hitter is allowed)

Time limit:
The time limit for all pool play games and Championship bracket games shall be the following:

6, 7, & 8 yr olds: 1 Hour & 15 minutes. (75 minutes)
9, 10, 11 & 12 yr olds: 1 Hour & 30 minutes. (90 minutes)
13, 14 yr olds: 1 Hour & 40 minutes. (100 minutes)

 The time limit will not apply in the Championship Games.

** Any game that is stopped due to weather will be considered complete if 3 innings have been completed or if the home team is winning after 2.5 innings. For any incomplete bracket game that is cancelled due to weather, the winner will be decided by the higher seed.

Home Team/Game Balls:
In pool play home team will be decided by coin flip between the two managers prior to each game. In Championship Bracket play highest seed will have choice of home or visitor. Home team will be official book and Visitor will be responsible to keep the scoreboard.

Each team will be required to furnish two (2) baseballs per game at the start of each game, and alternate supplying balls as needed.

In-Field warm-ups & additional game rules:
No in-field warm-ups prior to the game on any of the infields.

No soft-toss allowed on any permanent structures or fences at the park(s).
No buckets or stools allowed out of the dugouts.

Pool play games may end in a tie if time has expired and/or all innings have been completed.
Coaches please have available your teams Proof of Insurance, Official Team Roster and Birth Certificates available upon request.

Coaches are not required to be in full uniform!

Protest:
All protest will be ruled upon immediately by the Tournament Director or Head Umpire. Rules can be protested but not judgment calls.
Protest fee is $100.00 cash and will be refunded if protest is approved.

Ejection (Manager, coach, player or fan):
The first occurrence results in suspension for the game (removal from game site) and the following tournament game. The second occurrence during the tournament results in suspension for the remainder of the Tournament (removal from tournament site). Should in the sole opinion of the umpire(s), a Fan becomes unruly, out of control or exhibits improper behavior, one warning will be given to the team Manager. Any subsequent infractions shall cause for the ejection of both the Fan and the Manager.

Adverse weather:
In the event of inclement weather we reserve the right to change the schedule and the changes could include weekday play. We will make every effort to get the tournament in. But if conditions dictate, game times, length and format can be adjusted. In the event of a total cancellation (zero games played) a $75.00 administration fee per team will be retained. If only one (1) game is completed, fifty percent of the entry will be refunded. If two (2) games are completed the entry fee will be considered satisfied.
