Fall Tournament Rules

ALL-STAR BASEBALL FALL TRAVEL TOURNAMENT RULES

The official rules of the tournament shall be the “National Federation of State High School Associations” (NFHS). However, there are some exceptions and modifications to the rules as follows:

  • Park Rules
    • No pets allowed at the park. Sorry we love pets, but must respect park policies.
    • Coaches must make sure dugouts and bleachers are cleaned up after each game.
    • No infield warm-ups prior to the game on any of the infields
    • No soft toss allowed on any permanent structure or fences at the parks
    • No buckets or stools allowed out of the dugouts
  • Tournament Rules
    • Pool Play Format:
      • Each team will play 2 games of pool play (weather permitting)
        • The top 2 teams in each age group will play for the championship at the end of the day. 
      • Pool play games may end in a tie if time has expired and/or all innings have been completed.
      • Home team is determined by a coin toss
    • Seeding Format After Pool Play:
      • After pool play is complete, teams will be seeded based on the following:
        • Win/Loss record
        • Head to Head (head to head tiebreaker is for TWO team ties only. If three or more teams are tied, then the first tie-breaking criteria jumps to runs allowed. Once a team is seeded out of that tie-breaker, head to head can come back into play if applicable.)
        • Runs Allowed
        • Run Differential
        • Runs Scored
        • Coin toss
      • Championship games cannot end in a tie after time has expired and/or all innings have been completed. The “California Tie Breaker Rule” will be used to determine a winner.
        • California Tie Breaker Rule- Each team will start the inning with one out and put the last batted out on second base and play out the rest of the inning. This happens until the tie is broken and the game is complete.
      • Higher seed will choose whether to be home or visitor team.
      • 1st and 2nd place of each championship bracket will receive team and individual awards.
    • Game Scores/ Score Cards:
      • Immediately following the completion of each game, a coach from each team must sign the official score card which will be provided by the umpire. Score cards will be submitted to the tournament director by the umpire at the end of each game. These will be the official scores, so please make sure they’re correct prior to signing. No changes will be made after both teams have signed unless approved by tournament director.
    • Home/Visitor Team Duties:
      • Home team is determined by a coin toss during pool play
      • In bracket play, the higher seed gets to choose whether to be the home or visitor team.
      • Home team of each game will be expected to keep the official book
      • Visitor team will be responsible for operating the scoreboard.
      • Each team will be required to furnish (2) baseballs per game at the start of the game, and alternate supplying balls as need. No certain brand of baseball is required, but rubber or riff balls are not allowed.
      • Coaches must have available upon request: team’s Proof of Insurance, team Roster, and Birth Certificates.
      • Coaches are not required to be in full uniform.
    • Protests:
      • All protest will be ruled upon, immediately, by the Tournament Director or Head Umpire. Rules can be protested but not judgment calls.
      • Protest fee is $100.00 cash and will be refunded if protest is approved.
    • Ejections (manager, coach, player, or fan):
      • The first occurrence results in suspension for the game (removal from game site) and the following tournament game. The second occurrence during the tournament results in suspension for the remainder of the Tournament (removal from tournament site). Should in the sole opinion of the umpire(s), a Fan becomes unruly, out of control or exhibits improper behavior, one warning will be given to the team Manager. Any subsequent infractions shall cause for the ejection of both the Fan and the Manager.
    • Adverse Weather:
    • In the event of inclement weather, we will make every attempt to get games in. In the event that games are cancelled, the refund policy is as follows:

      • No refund after one or more games have been played
      • A $50 administration fee per team will be retained if zero games are played
  • Game Playing Rules
    • Common Rules:
      • Time Limit: Time limits listed below will apply for all pool play and bracket games.
      • Completed Game: Any game that is stopped due to weather will be considered complete if 3 innings have been completed or if the home team is winning after 2.5 innings. For any incomplete bracket game that is cancelled due to weather, the winner will be decided by the higher seed.
      • Batting Order: Teams who choose are allowed to bat every player and practice free substitution. However, if you choose to do so and a player has to be removed from the game after his first at bat, he will be an out every at bat thereafter.
      • Bat Rule For All Ages:
        • USSSA, USA, and BBCOR bats are allowed. All bats must have a clearly identifiable certification stamp from the manufacturer.
        • IN THE 13/14U DIVISION, BATS CANNOT EXCEED A DROP OF -5.
        • Big barrel bats ARE allowed at any age.
        • Wood bats ARE allowed at any age.
        • Tee ball bats ARE NOT allowed at any age.
      • Pitching Rule: There are no pitching limitations (innings) in this tournament. Please be responsible for protecting the arms of your young pitchers. Pitchers may not return to the mound in the same game.
      • Game Time: Game time will be forfeiture time. Please arrive one hour before game time. Coaches, please have your team available and ready to play 30 minutes prior to game time so we can keep the tournament on schedule. If a team should willfully forfeit a game, said team will be immediately removed from the tournament.
        • A team must have at least 8 players to start a game and at least 8 players to end a game. No out will be charged if a team starts with 8 players. Teams dropping below 8 players will forfeit the game.
      • Player Equipment: Due to the many teams that play baseball at different organizations and have different sanctioning bodies, some of the general equipment may vary from park to park. For example, some organizations require, chin straps on helmets, full catchers gear for the 5u-8u age group, face masks, etc., All-Star Baseball tournaments does not require the teams that do not utilize such equipment to purchase them to play. The safety items that each teams baseball organization and sanctioning body requires is what each team is expected to continue.
      • Head first slides ARE legal
      • Slung Bat Rule: One warning per player, then the player is out
    • 7-8 Year Olds
      • Time Limit: 1 Hour & 15 Minutes (75 Minutes) or 6 completed innings
        • Championship Game: 1 Hour & 30 Minutes (90 Minutes
      • Run Rule: A team can score a maximum of (7) runs per inning. The game shall end immediately as soon as one of the teams is mathematically eliminated.
      • Batting Order: Bat 10 with normal substitution rules OR bat entire roster with free substitution. No courtesy runners allowed.
      • Bunt Rule: Each team is allowed one bunt per inning. The penalty for any bunt thereafter in the same inning will result in the batter being out and baserunners returned. An illegal bunt that is a fair ball will be an out and a foul bunt or fail tipped bunt will be a strike.
      • No slashing (showing a fake bunt then pulling back to swing)
    • 9-12 Year Olds
      • Time Limit: 1 Hour & 30 Minutes (90 Minutes) or 6 completed innings
        • Championship Game: 1 Hour & 40 Minutes (100 Minutes)
      • Run Rule: If a team is leading its opponent by at least (15) runs at the end of the (3rd) inning, or (10) runs at the end of the (4th) inning, or (8) runs at the end of the (5th) inning, the game shall be terminated and the team in front declared the winner. ** There is no maximum run limit per inning.
      • Batting Order: Bat 9 with normal substitution rules (designated hitter is allowed) OR bat entire roster with free substitution. The courtesy runner must be a legal sub currently not in the game. If you are batting the entire roster, the courtesy runner must be the last batted out.
      • Dropped third strike is in effect
      • Infield fly rule is in effect
      • Balks will be called (fake to third, including fake to third throw to first are also balks)
      • No slashing (showing a fake bunt then pulling back to swing)
    • 13 & 14 Year Olds
      • Time Limit: 1 Hour & 40 Minutes (100 Minutes) or 7 completed innings
        • Championship Game: 1 Hour & 50 Minutes (110 Minutes)
      • Run Rule: If a team is leading its opponent by at least (15) runs at the end of the (4th) inning, or (10) runs at the end of the (5th) inning, or any inning thereafter, the game shall be terminated and the team in front declared the winner. ** There is no maximum run limit per inning.
      • Batting Order: Bat 9 with normal substitution rules (designated hitter is allowed) OR bat entire roster with free substitution. The courtesy runner must be a legal sub currently not in the game. If you are batting the entire roster, the courtesy runner must be the last batted out.
      • Equipment: Metal cleats are allowed except for when pitching on the mound. Pitchers must wear rubber cleats, turf shoes, or tennis shoes when pitching from a portable mound.
      • Dropped third strike is in effect
      • Infield fly rule is in effect
      • Balks will be called (fake to third, including fake to third throw to first are also balks)
